The following is summarized from a Sputnik News article

The European Commission is set to release a report stating that Turkey’s human rights practices have failed to comply with the deal that has previously been made, which would end hopes of Turkish citizens receiving visa-free travel and most likely forcing the Turkish prime minister Erdogan to open the floodgates of millions of asylum seekers into Greece and Europe, as he has threatened to do if the two parties cannot agree to terms.

“Erdogan has said that if Brussels denies Turkish citizens visa-free travel by October then he will retaliate by withdrawing border guards allowing millions of migrants to flood into Europe.”
