The following is informati0n summarized from a VC Star article:

The ISIS terrorist group used a picture of an innocent English florist in a debut issue of a propaganda magazine named “Rumiyah” calling for “lone-wolf” attacks against non-believers.  The terror group urged supporters to launch attacks on Westerners and warned that nobody is safe including taxi passengers and the “old men waiting in line to buy a sandwich.”  Jihadis are instructed to attack “soft-targets” to terrorize the populations.

The article in the magazine calling for the attacks said, “The blood of the disbelievers is halal, and killing them is a form of worship to Allah. … Even the blood of the kafir street vendor selling flowers to those passing by is halal to shed.”

The picture of the florist was captioned as a “merry Crusader citizen selling flowers to passersby” on the street.

The British florist in the picture was interviewed in the VC Star article, where he explained that the image was apparently randomly taken from his website.
